Answer

As long as the man accepted or offered the Nikah verbally, the Nikah would be considered valid even though this person may have been under the influence of alcohol or drugs. It is similar to the ruling of divorce that in the Hanafi Fiqh the talaq of a husband who was under the influence of alcohol or drugs is considered valid. (Fathul Qadir p.490 v.3)
