Question:
Salam Shaikh, there is damp/wet impure cloth on my floor(tiles), I put away the cloth and wiped the floor with wet tissues. Then I wiped it with a dry tissue until the floor became dry, and then I poured a bottle of mutlak water on it, I saw that there were small dust particles on the stagnant water. Now, is it impure as I have stepped on it and walked all around the house?

Answer:
The floor will only be considered impure if impurities are visible or it is known that impurity has fallen. In such a case the floor can either become clean by pouring water on the surface and then drying it with a mop and this has to be done three times or just by the impurities drying up and there remain no signs of impurity.
In the above case, the floor will be considered clean and pure since it was dried up using water and tissue and no trace of impurity remains.

«وَظَاهِرُ كَلَامِهِمْ أَنَّ الْأَرْضَ الَّتِي جَفَّتْ نَجِسَةٌ فِي حَقِّ التَّيَمُّمِ طَاهِرَةٌ فِي حَقِّ الصَّلَاةِ وَالْحَقُّ أَنَّهَا طَاهِرَةٌ فِي حَقِّ الْكُلِّ، وَإِنَّمَا مُنِعَ التَّيَمُّمُ مِنْهَا لِفَقْدِ الطَّهُورِيَّةِ كَالْمَاءِ الْمُسْتَعْمَلِ طَاهِرٌ غَيْرُ طَهُورٍ، وَكَانَ يَنْبَغِي لِلْمُصَنِّفِ أَنْ يَقُولَ بِمُطَهِّرٍ لِيَخْرُجَ مَا ذَكَرْنَا كَمَا عَبَّرَ بِهِ فِي مَنْظُومَةِ ابْنِ وَهْبَانَ»
«حاشية ابن عابدين = رد المحتار ط الحلبي» (1/ 311):
«(وَ) تَطْهُرُ (أَرْضٌ) بِخِلَافِ نَحْوِ بِسَاطٍ (بِيُبْسِهَا) أَيْ: جَفَافِهَا وَلَوْ بِرِيحٍ (وَذَهَابِ أَثَرِهَا كَلَوْنٍ) وَرِيحٍ (لِ) أَجْلِ (صَلَاةٍ) عَلَيْهَا (لَا لِتَيَمُّمٍ) بِهَا؛ لِأَنَّ الْمَشْرُوطَ لَهَا الطَّهَارَةُ وَلَهُ الطَّهُورِيَّةُ.
(وَ) حُكْمُ (آجُرٍّ) وَنَحْوِهِ كَلَبِنٍ (مَفْرُوشٍ وَخُصٍّ) بِالْخَاءِ تَحْجِيرَةُ سَطْحٍ (وَشَجَرٍ وَكَلَأٍ قَائِمَيْنِ فِي أَرْضٍ كَذَلِكَ)»
