Question:
The Ḥadīth says that the unbiased emperor [or ruler] will be in the shadow of the arsh (throne of the Almighty). ‘Ulama say, nowadays, a judge, police officer, and revenue personnel also fall under this unbiased emperor category, as long as they do not commit injustice. I want to ask, do all government employees fall under this category. If a person is in a higher position, in any private company and he has few employees under him and does justice amongst them, will he also get the shadow of arsh?

Answer:
Yes, anyone who is in a position that requires justice to be established amongst subordinates and or people under their leadership, who deals fairly and justly, will be blessed with the shade of Allāh’s throne on Judgment Day. – (See: ‘Umdat Al-Qārī Sharḥ Al-Bukharī, Vol 5, Page 180, Dār Iḥyā Al-Turāth)1

1مَعْنَاهُ الْوَاضِع كل شَيْء فِي مَوْضِعه وَقيل الْمُتَوَسّط بَين طرفِي الإفراط والتفريط سَوَاء كَانَ فِي العقائد أَو فِي الْأَعْمَال أَو فِي الْأَخْلَاق وَقيل الْجَامِع بَين أُمَّهَات كمالات الْإِنْسَان الثَّلَاث وَهِي الْحِكْمَة والشجاعة والعفة الَّتِي هِيَ أوساط القوى الثَّلَاث أَعنِي الْقُوَّة الْعَقْلِيَّة والغضبية والشهوانية وَقيل الْمُطِيع لأحكام الله تَعَالَى وَقيل المراعي لحقوق الرّعية وَهُوَ عَام فِي كل من أليه نظر فِي شَيْء من أُمُور الْمُسلمين من الْوُلَاة والحكام – فَضِيلَة الإِمَام الْعَادِل وَقد روى مُسلم من حَدِيث عبد الله بن عمر رَفعه إِن المقسطين عِنْد الله على مَنَابِر من نور عَن يَمِين الرَّحْمَن الَّذين يعدلُونَ فِي حكمهم وأهليهم وَمَا ولوا وَقَالَ ابْن عَبَّاس مَا أَخْفَر قوم الْعَهْد إلاَّ سلط الله عَلَيْهِم الْعَذَاب وَمَا نقص قوم الميكال إلاَّ منعُوا الْقطر وَلَا كثر الرب فِي قوم إلاَّ سلط الله عَلَيْهِم الوباء، وَمَا حكم قوم بِغَيْر حق إلاَّ سلط عَلَيْهِم إِمَام جَائِر- كتاب عمدة القاري شرح صحيح البخاري ج٥ / ص ١٨٠ دار إحياء التراث العربي
