Question:

Catching a big fish using live eels as a bait, is this permissible in Islam? 

In the name of Allah, the Most Gracious, the Most Merciful

Answer:

It is disliked to use live bait to catch fish¹ because this is causing undue harm and suffering to a living creature. One should try to use bait that is already dead. If one kills the bait first and then applies it, that will be a better option.²
