Question:

Can a woman look at a man

Answer:

There are two situations regarding your question. If a woman looks at a man with desire and lust then that will be haram.

However, if a woman looks at a man without any desire then according to Imam Abu Hanifa [rahimahu] there is nothing wrong with this and this is permissible because it was proven that Saaidah Aaisha [ranha] watched the Ethiopians when they were playing in the mosque. (Durre Mandhuud p.161 v.6)
