Answer
We need to know the terminology for some names.
(1) Fardh e.g. Zakat. (2) Wajib e.g. nazar and sadqah-e- fitr. (3) Nafal e.g. normal donations.
In regards to your question, you have asked.
Yes, you are allowed to give your sister Sadqah Nafilah and if she is poor and destitute you can also give her Sadqah Wajibah.
Furthermore, you can also give her Zakat if she hasn’t possessed wealth more than the nisaab. (Aap ke Masa’ail aur unke Hal, Pg 393, 394, Vol 3, Maktabah Ludhyanvi)
There is a huge reward in giving Sadqah as mentioned in the Hadith.
It was narrated from Salman bin 'Amir that the Prophet said:
"Giving charity to a poor person is a charity, and (giving) to a relative is two things, charity and upholding the ties of kinship."(An-Nasai)
Only Allah knows best.
