Question:
Salaams, there is a lot of concern and confusion regarding Qurbani over here.
Many don’t trust Motawif to complete qurbani or notify us when it is done, thus we would be unable to release our ihram.
A Ministry of Hajj rep says you have to trust that your Qurbani will be done even if you are not aware when it was precisely done. What is the ruling regarding this?

Answer:
If you have been given an approximate timing of when the Qurbani will be done, you should trust that and assume the Qurbani was done on time.
If you are a Mufrid, it will not affect your Hajj either way, because Tarteeb (the order) between shaving/trimming and slaughtering the animal is not considered as sacrificing an animal is not compulsory for a Mufrid (Raddul Mukhtar, Vol 3, Pg 588).
If you are a Mutamatti’ or Qaarin, Tarteeb is necessary (Raddul Mukhtar, Vol 3, Pg 588). You should do what you can to be certain regarding the sacrificing of the animal (e.g., contact the relevant people and check if you received any notice regarding it), then trim/cut your hair and continue with the Hajj rituals. A matter of certainty would not be removed due to doubt. (Qawaaid FIqhiyyah, Pg 15). In this case, the assurance that the animal was sacrificed on time would not be removed by the doubt that it was not.
To conclude, the best thing to do is to try to verify the timing of the sacrifice. If you cannot do so, you should assume that it was done on time and continue with the Hajj rituals.
فيجب تقديم الرمي علي الحلق للمفرد و غيره ، و تقديم الرمي علي الذبح و الذبح علي الحلق لغير المفرد ، و لو طاف المفرد و غيره قبل الرمي و الحلق لا شيء عليه . لباب . و كذا لو طاف قبل الذبح
