Can a Haji performing Haj e Tamattu perform Umrahs in between his Umrah (for Tamattu) and Hajj?

Answer:
السلام عليكم ورحمة الله وبركاته
Allah سبحانه وتعالى mentions in the Quran: “And complete the Hajj and Umrah for Allah.” (Surah Al-Baqarah, 2:196)
It has been narrated by Abu Huraira رضي الله عنه: The Prophet صلى الله عليه وسلم said, “Whoever performs Hajj for Allah’s pleasure and does not have sexual relations with his wife, and does not do evil or sins then he will return (after Hajj free from all sins) as if he were born anew.”
I’d like to congratulate you for making your intention to perform Hajj and ask Allah سبحانه وتعالى to make your journey a means of you achieving Taqwa and accepts your Hajj.
In answer to your question, individuals who come from outside of Makkah intending to perform Hajj al-Tamattu’ are allowed to perform additional Umrahs after completing the initial Umrah that is part of their Tamattu’ and before the commencement of the Hajj rituals. This is because, until the Hajj rituals begin, they are considered to be in a state of hill (not in Ihram for Hajj) and are permitted to perform voluntary acts of worship, including Umrah.
However, it is generally advised that residents of Makkah should refrain from performing excessive voluntary Umrahs during the Hajj season to allow pilgrims performing Hajj rituals with ease and to avoid overcrowding.

Hashiyat Ibn Abidin (Radd al-Muhtar), Volume 2, page 537 (Al-Maktaba al-Shamila) states:
(قَوْلُهُ وَأَقَامَ بِمَكَّةَ حَلَالًا) هَذَا لَيْسَ بِلَازِمٍ فِي التَّمَتُّعِ، بَلْ إنْ أَقَامَ بِهَا حَجَّ كَأَهْلِهَا فَمِيقَاتُهُ الْحَرَمُ، وَإِنْ أَقَامَ بِالْمَوَاقِيتِ أَوْ دَاخِلِهَا حَجَّ كَأَهْلِهَا فَمِيقَاتُهُ الْحِلُّ، وَإِنْ أَقَامَ خَارِجَ الْمَوَاقِيتِ أَحْرَمَ فِيهَا كَذَا فِي الْقُهُسْتَانِيِّ، فَقَوْلُهُ ثُمَّ يُحْرِمُ بِالْحَجِّ يَجْرِي عَلَى هَذَا التَّفْصِيلِ ط. [تَنْبِيهٌ]
أَفَادَ أَنَّهُ يَفْعَلُ مَا يَفْعَلُهُ الْحَلَالُ، فَيَطُوفُ بِالْبَيْتِ مَا بَدَا لَهُ وَيَعْتَمِرُ قَبْلَ الْحَجِّ وَصُرِّحَ فِي اللُّبَابِ بِأَنَّهُ لَا يَعْتَمِرُ: أَيْ بِنَاءً عَلَى أَنَّهُ صَارَ فِي حُكْمِ الْمَكِّيِّ وَأَنَّ الْمَكِّيَّ مَمْنُوعٌ مِنْ الْعُمْرَةِ فِي أَشْهُرِ الْحَجِّ وَإِنْ لَمْ يَحُجَّ
(His saying: ‘and resided in Makkah in a state of being out of Ihram’) This is not a necessary condition for Tamattu’. Rather, if he resides there and then performs Hajj like its residents, his Miqat is the Haram. If he resides at the Miqat stations or inside them, he performs Hajj like its residents, and his Miqat is the boundary of the Haram area. If he resides outside the Miqat stations, he enters Ihram from there, as mentioned in Al-Quhustani. So, his saying ‘then he enters Ihram for Hajj’ follows this detail. [Note:]
It indicates that he does what a person in a state of being out of Ihram does, so he performs Tawaf of the Ka’bah as much as he wishes and performs Umrah before Hajj. It is explicitly stated in Al-Lubab that he does not perform Umrah, meaning based on the fact that he has become like a resident of Makkah, and a resident of Makkah is prohibited from performing Umrah in the months of Hajj even if he does not perform Hajj.
This excerpt clarifies that a person performing Tamattu’ is in a state of being out of Ihram after their initial Umrah and before commencing the Hajj rituals, thus they are generally permitted to perform voluntary acts. The prohibition mentioned towards the end pertains to residents of Makkah performing Umrah during the Hajj months, which is a different scenario.
Therefore, for a Haji performing Hajj al-Tamattu’ who has come from outside Makkah, it is permissible to perform additional Umrahs between their initial Umrah and the start of the Hajj rituals.
