Question:
If an Imam goes into Qa’idah Akhīrah, waits a few seconds and then says the takbīr (the one that should have been said to go into Qa’idah Akhīrah), would that constitute delaying a wajib?

Answer:
Sajdah sahw (ie prostration of forgetfulness) is only if a wajib act was left out, or that there was a considerable delay in fulfilling an integral part of salah or to do it before, or to repeat it, or to change such that in salah where he was to recite silently he recites loudly. In all of the above scenarios and situations, because a wajib was left out hence sajdah sahw would be necessary.
As for the takbeeraat that are said to move from one posture to the next such as going from the sajdah to the last sitting position, then such a delay from the imam or even totally leaving them out would not constitute sajdah sahw, hence as a muqtadi (ie follower) you have to follow the imam when he says the takbeer and that would be sufficient for you.
Coming to your question, if the imam delays saying the takbeer until he is fully sitting in tashahhud then that would not constitute a delay such that it would require sajdah sahw, in many instances the imam does that so the followers don’t precede him in an action.

(فَصْلٌ) سَهْوُ الْإِمَامِ يُوجِبُ عَلَيْهِ وَعَلَى مَنْ خَلْفَهُ السُّجُودَ، كَذَا فِي الْمُحِيطِ، وَلَا يُشْتَرَطُ أَنْ يَكُونَ مُقْتَدِيًا بِهِ وَقْتَ السَّهْوِ حَتَّى لَوْ أَدْرَكَ الْإِمَامَ بَعْدَ مَا سَهَا يَلْزَمُهُ أَنْ يَسْجُدَ مَعَ الْإِمَامِ تَبَعًا لَهُ وَلَوْ دَخَلَ مَعَهُ بَعْدَمَا سَجَدَ سَجْدَةَ السَّهْوِ يُتَابِعُهُ فِي الثَّانِيَةِ وَلَا يَقْتَضِي الْأَوَّلُ وَإِنْ دَخَلَ مَعَهُ بَعْدَمَا سَجَدَهُمَا لَا يَقْضِيهِمَا، كَذَا فِي التَّبْيِينِ.
سَهْوُ الْمُؤْتَمِّ لَا يُوجِبُ السَّجْدَةَ وَلَوْ تَرَكَ الْإِمَامُ سُجُودَ السَّهْوِ فَلَا سَهْوَ عَلَى الْمَأْمُومِ، كَذَا فِي الْمُحِيطِ وَالْمَسْبُوقُ يُتَابِعُ الْإِمَامَ فِي سُجُودِ السَّهْوِ ثُمَّ يَقُومُ إلَى قَضَاءِ مَا سَبَقَ بِهِ وَلَا يُعِيدُ فِي آخِرِ
صَلَاتِهِ.
وَاللَّاحِقُ إذَا سَجَدَ لِلسَّهْوِ مَعَ الْإِمَامِ لَا يُعْتَدُّ بِهِ وَيَسْجُدُ فِي آخِرِ صَلَاتِهِ وَيَنْبَغِي لِلْمَسْبُوقِ أَنْ يَمْكُثَ سَاعَةً بَعْدَ سَلَامِ الْإِمَامِ لِجَوَازِ أَنْ يَكُونَ عَلَى الْإِمَامِ سَهْوٌ، هَكَذَا فِي مُحِيطِ السَّرَخْسِيِّ، وَلَوْ لَمْ يُتَابِعْ الْإِمَامَ فِي سُجُودِ السَّهْوِ وَقَامَ إلَى الْقَضَاءِ لَا يَسْقُطُ عَنْهُ وَيَسْجُدُ فِي آخِرِ صَلَاتِهِ.
