Question:

Are women permitted to wear non-scented makeup whilst in ihram?

In the name of Allah, the Most Gracious, the Most Merciful

Answer:

Unscented makeup can be used in the state of Ihraam as it is not a perfume, is not used to make perfume, does not have the properties of perfume, and cannot be considered to be perfume in any way (Fatawa Hindiyyah, Vol 1, Pg 265).

اشياء التي تستعمل في البدن علي ثلاثة انواع : … و نوع ليس بطِيب بنفسه و لا فيه معني الطِيب ولايصير طيبا بوجه ما كالشحم فسواء أكل أو ادهن أجعل علي شقاق الرجل لا تجب الكفارة
