Question:

If a mother has no male family member, can her daughter go to the graveyard along with other people to bury her mother?

Answer:

Bismillah

In Durre Mukhtar it is mentioned that it is Makruh Tahrimi for women to follower the Janazah (bier) to the graveyard. The majority of the scholars including Allahmah Aini raḥimahullāh (may Allāh have mercy upon him) say it is Makruh Tanzihi. (Durre Mandhuud p.249 v.5)

Umm Atiyah raḍyAllāhu 'anha (may Allāh be pleased with her) reportes "We were forbidden to accompany funeral processions, but this prohibition was not mandatory for us." (Sahih Bukhari, Sahih Muslim & Sunan Ibn Majah)

Regarding your question, the men of the community should take the janazah to the graveyard and bury the deceased. It is only when the there is no men at all to accompany and bury the janazah, when it will be permissible for a woman to bury the deceased.
