Question:
Can ihram for Hajj be donned and can intention be made in Mina, or must it be done in Makkah?

Answer:
In Islamic fiqh, the donning of Ihram and making the intention (niyyah) for Hajj have specific guidelines. Let’s explore this question according to Islamic jurisprudence with appropriate references.
Where to Don Ihram for Hajj?
Mawaqeet (Designated Boundaries):
For those not residing in Makkah, there are specific locations called “Mawaqeet” from which they must don their Ihram for Hajj or Umrah. These Mawaqeet are established by the Prophet Muhammad (peace be upon him) and vary depending on the direction from which the pilgrim is coming.
For Residents of Makkah:
Residents of Makkah or those already present in Makkah during the time of Hajj can don their Ihram from Makkah itself. This is based on the Hadith reported by Ibn Abbas:
“The Prophet (peace be upon him) specified Dhul-Hulaifah for the people of Madinah, Juhfah for the people of Sham, Qarn al-Manazil for the people of Najd, and Yalamlam for the people of Yemen. These Mawaqeet are for the residents of those places, and for anyone who comes through them with the intention of performing Hajj or Umrah. As for those within the boundaries of Makkah, they can assume Ihram from their place of residence.” (Sahih al-Bukhari, Hadith 1524; Sahih Muslim, Hadith 1181).1
Ihram from Mina:
If your intention is for umrah or hajj, then you should not delay in the ihram, unless there is a necessity.2
If you intend to go to Madinah first, you don’t need to don the Ihram. Then, when you leave to go to Makkah, you will stop at the boundary (miqat) of Dhul-Hulaifa to enter the state of Ihram. However, those who intend to enter Makkah must don the Ihram before crossing the boundary (miqat).

وحَرُمَ تأخيرُ الإحرامِ عنها (٦) لِمَن قصدَ دخولَ مكَّة لا التَّقديم.
