Question:

I'm in Michigan USA  Zuhr time is at 1:40. What time Zawaal starts.

Answer

The term zawal is used for that time period when the sun moves away from its peak (zenith) and thisis the beginning time of zuhr salah. (Al Lubab Fi SharhilKitab, Page 57, Al MaktabatulUmariyyah)

The period before this is termed istiwa meaning the sun is at its peak whereby it is makroohtahrimi to offer any salah. (FatawaMahmoodiyyah, Volume 5, Page 366, JamiahFarooqiyyah)

Conclusion: if the beginning time for zuhr is 1:40 in Michigan USA that will also be the time of zawal.
