Question:
If an inmate in jail has a wet dream at night, and doesn’t have access to a shower, however he can fill up a bottle of water in the sink and stand over the toilet boil and make ghusl.
There would be a lot of water that would drip on the floor, that he would then wipe off with a towel.
It would also make noise and inconvenience his cellmate.
Can he make tayammum or does he still have to do ghusl?

Answer:
In principle, if a person has access to water and he does not fear becoming ill due to having a cold Ghusl (bath), it is not permissible for him to make Tayammum; and he must make Ghusl with the water which is available.
The inmate should try his best not to wake up his cellmate when performing Ghusl. He should slowly and carefully pour water over his whole body using the water bottle so that the water does not loudly splash everywhere. He should not waste water when making Ghusl. Our beloved Messenger of Allah Ta’ala (SAW) would make Ghusl with approximately 3.2 litres of water.
And as you mentioned, he should dry the floor with a towel after he finishes his Ghusl in order to not inconvenience his cellmate.

وَحَدَّثَنَا أَبُو بَكْرِ بْنُ أَبِي شَيْبَةَ، حَدَّثَنَا ابْنُ عُلَيَّةَ، ح وَحَدَّثَنِي عَلِيُّ بْنُ حُجْرٍ، حَدَّثَنَا إِسْمَاعِيلُ، عَنْ أَبِي رَيْحَانَةَ، عَنْ سَفِينَةَ، – قَالَ أَبُو بَكْرٍ – صَاحِبُ رَسُولِ اللَّهِ صلى الله عليه وسلم قَالَ كَانَ رَسُولُ اللَّهِ صلى الله عليه وسلم يَغْتَسِلُ بِالصَّاعِ وَيَتَطَهَّرُ بِالْمُدِّ . وَفِي حَدِيثِ ابْنِ حُجْرٍ أَوْ قَالَ وَيُطَهِّرُهُ الْمُدُّ . وَقَالَ وَقَدْ كَانَ كَبِرَ وَمَا كُنْتُ أَثِقُ بِحَدِيثِهِ .
Safina reported that Abu Bakr, the Companion of the Messenger of Allah (way peace be upon him), observed: The Messenger of Allah (ﷺ) took a bath with one Sa’ of water and performed ablution with one Mudd (of water) ; and in the hadith narrated by Ibn Hujr the words are: One Mudd sufficed for his (Holy Prophet’s) ablution. And Ibn Hujr said that (his Shaikh) Isma’il was much advanced in age, and it was because of this that he could not fully rely on him for this tradition.
