Question:
Question: the goats selected for Qurbani are dehorned. They went through a process called “de-budding” or “disbudding” or “dehorning” that eliminated their horns from their infancy. I hope this is not an issue for Qurbani.

Answer:
The animals of Qurbāni/ Udhiyah must be free from any defects. [Nurul Idhāh: pg. 273; Marāqy al-Falāh: pg. 271; Hāshiyah at-Tahtāwi: pg. 744] [1]
If the horns had been broken off at the roots, then this would have been considered a defect and they would not have been permitted to use. However, this does not appear to be the case in the disbudding process where the horns are instead cauterised.
Accordingly, the disbudding process would not invalidate the use of such goats for Qurbāni/ Udhiyah.
