Question
Is it Makrooh to pray with a hoody or anything similar to it that has two ropes hanging from it (that are used to loosen and tighten the hood)?

Answer:
It is permissible to pray in a hooded sweatshirt (also known as a hoodie), so long as it covers the necessary parts of the body, is not form-fitting, and does not make the shape of the body apparent. "If the clothing is such that, by wearing it, the female's body parts and shape are visible and noticeable, this is not permissible and even performing Salāh with those types of clothing won't be permissible" (Aḥsanu al-Fatāwā, 8/28). The same rule applies to men.
The strings/ropes to loosen and tighten the hood would not be a problem as long as they do not serve as a distraction to the person praying or others around them.
