In the name of Allah, the Most Gracious, the Most Merciful

Answer

Mehndi is a type of beautification, which is permissible for women to apply. (Jadeed Fiqhi Masaail p 205 v 1)

It is narrated by Saaidah Aishah Radiyallahu Anha that Hinda, the daughter of Utbah Radiyallahu Anhu said: “O Prophet of Allah, grant me baiah (allegiance).” The Prophet of Allah (SAW) replied: “I will not grant you baiah until you change your palms (apply henna). (Mishkat p.383 v.2)

In another Hadith Saaidah Aishah, Radiyallahu Anha narrates that a woman behind a curtain presented a letter to the Prophet of Allah Sallallahu Alaihi Wasallam. He Sallallahu Alaihi Wasallam withdrew his hand saying: “I do not know if this is a hand of a male or a female.” The woman then replied. The Prophet of Allah Sallallahu Alaihi Wasallam said, “If you were a female you would have changed your nails (by applying henna). (Sunan Abu Dawud p 220 v2)

We can deduce from the aforementioned Ahaadeeth that women are allowed to apply mehndi on their hands. They are also permitted to apply mehndi on their feet and nails as well. (Bahishti Zewar and Aap Ke Masaail p.109 v 8)
