Question:
I work for the NHS UK, and some trusts offer fleet service whereby we may avail a new car on lease for a pay deduction from our pay slip. I just wanted to ask whether it is halal or not. I have attached the website link as well for your kind reference.

Answer:
This would be permitted.
If the employee purchases a specific item from the employer, it is permissible, according to all of their opinions. The contract is based on an amount equivalent to the pay as a debt owed, and the price and pay rent are offset. This is stated in Al-Dhakhira. If it is impossible to complete the work, the employer may claim the dirhams from the employee, not the item. This is stated in Muhit Al-Sarakhsi.
