Answer:
To understand the ihram and where to put it from, you need to first know what miqat is.

Miqat (plural mawaqeet) refers to the designated point or boundaries on the ground set by the Prophet Muhammad (peace be upon him) at which pilgrims intending to perform Hajj or Umrah must enter into the state of ihram. For entering Makkah, there are five miqats:

Dhul-Hulayfah – for those coming from the direction of Medina

Juhfah – for those coming from the direction of Syria, Jordan, etc.

Qarn al-Manazil – for those coming from the direction of Riyadh and surrounding areas

Yalamlam – for those coming from the direction of Yemen and surrounding areas

Zat al-Irq – for those coming from Iraq or from the eastern side.

If you are coming by aeroplane, you will be informed that you are entering the miqat, which is Dhul-Hulayfah. But if you fear you may be asleep, then it is best to be in the state of ihram before boarding the plane. Jeddah is inside the miqat, and you must be in the state of ihram before entering it.

If you are not in the state of ihram before entering Jeddah, then you have to pay the penalty (fidyah).

This penalty is typically in the form of slaughtering an animal. This can be a sheep, goat, cow, etc. In this case, a sheep or goat is sufficient.

Hope this answers the question.

Only Allah knows best.

وَمِيقاتُ أَهْلِ الشَّامِ جُحْفَةُ وَأَهْلِ نَجْدٍ قَرْنُ المَنَازِلِ وَأَهْلِ الْيَمَنِ يَلَمْلَمُ
The miqat for the people of Syria is Juhfah, for the people of Najd it is Qarn al-Manazil, and for the people of Yemen it is Yalamlam.

One passes the miqat and then enters ihram, they must perform the fidyah of slaughtering an animal, fasting, or feeding the poor.
