Question:
Assalamu Alaikum Wa Rahmatullah
Hazrat, I am planning on going for Umrah, but I did a couple of things which, is making me feel somewhat guilty.
As you know Saudi charge 2000 Riyals (£400-500) for Visa fees if you're performing Umrah more than once in a 2 years (Hijri) period.
The exception to this is if you get a new Passport because of the Passport number of changes. I falsely reported my Passport lost and paid for a replacement. The cost was £75. I exempted myself form paying the extra premium.
My questions are:
Was I sinful for reporting my Passport lost even though I paid for it?
Am I sinful for not paying Saudi Arabia the extra premium?
Will the above make my Umrah Makruh and is its validity conditional on the basis I pay Saudi the extra premium?

بسم الله الرحمن الرحيم
In the name of Allah, the Most Gracious, the Most Merciful.
A Muslim is required to abide by the rules and regulations of a country as long as they do not require him/her to do something haraam in which case one should use appropriate channels available to address his/her concerns.[1]
Thus, you should abide by Saudi Arabia’s law concerning the fee for multiple Umrahs without seeking any loopholes. Falsely reporting is considered lying which in itself is a major sin.[2]
You should repent immediately for this wrong committed and still go ahead with your Umrah trip with the intention not to repeat this behaviour again.

[2]عَنْ عَبْدِ الرَّحْمَنِ بْنِ أَبِي بَكْرَةَ، عَنْ أَبِيهِ ـ رضى الله عنه ـ قَالَ قَالَ رَسُولُ اللَّهِ صلى الله عليه وسلم " أَلاَ أُنَبِّئُكُمْ بِأَكْبَرِ الْكَبَائِرِ ". قُلْنَا بَلَى يَا رَسُولَ اللَّهِ. قَالَ " الإِشْرَاكُ بِاللَّهِ، وَعُقُوقُ الْوَالِدَيْنِ ". وَكَانَ مُتَّكِئًا فَجَلَسَ فَقَالَ " أَلاَ وَقَوْلُ الزُّورِ وَشَهَادَةُ الزُّورِ، أَلاَ وَقَوْلُ الزُّورِ وَشَهَادَةُ الزُّورِ ". فَمَا زَالَ يَقُولُهَا حَتَّى قُلْتُ لاَ يَسْكُتُ.
