Question:

Can a muhrim who finished his tawaaf and saee for Umrah, make another tawaaf before going out of ihram?

In the name of Allah, the Most Gracious, the Most Merciful

Answer:

As Ihram concludes after the shaving of the head, you will come out of Ihram after at least a quarter of the head is shaved. (1)

Therefore, you will have to renew Ihram for another umrah as you would have come out of Ihram at the conclusion of the umrah when the head is shaved.
