Question:

Mussels are not permissible to eat but would an extracted gel from them be ok to use on the skin?

Answer:

The gel from mussels seems to be extracted from its shell. As there is no blood in the shell, using gel extracted from it will be permissible, as it is flowing blood that makes things impure and impermissible (Badai Al Sanai, Vol 1, Pg 226).
