Question

If I am to give a dam to for my shortcomings for my Umrah, is it mandatory, that it can only be done in Makkah, or can it be done anywhere in the world?

Answer:

The liability for atonement by slaughter (dam) has to be done in Haram by agreement. (Kanzud-Daqaaiq with the commentary of Shaykh A’zaz Ali( RH), volume:1, page 282)
