Question:
What if someone collecting zakah money for a specific madrasa for their zakah fund, can he give to other zakah eligible persons?

Answer:
If the zakah was collected for a specific cause, then it should be used for that cause. Otherwise, there will be a type of deception involved. Deception/ cheating is prohibited in our deen. If this is no longer possible or there is extra then it should be used in a similar cause. Examples the money was raised for teachers and/ or students of a madrassa then it can be used for those in another madrassa. The Blessed Messenger of Allah, may Allah send peace and blessings upon him, said: “Whoever cheats is not from us.”[1]

[1] حَدَّثَنَا عَلِيُّ بْنُ حُجْرٍ، أَخْبَرَنَا إِسْمَاعِيلُ بْنُ جَعْفَرٍ، عَنِ الْعَلاَءِ بْنِ عَبْدِ الرَّحْمَنِ، عَنْ أَبِيهِ، عَنْ أَبِي هُرَيْرَةَ، أَنَّ رَسُولَ اللَّهِ صلى الله عليه وسلم مَرَّ عَلَى صُبْرَةٍ مِنْ طَعَامٍ فَأَدْخَلَ يَدَهُ فِيهَا فَنَالَتْ أَصَابِعُهُ بَلَلاً فَقَالَ ” يَا صَاحِبَ الطَّعَامِ مَا هَذَا ” . قَالَ أَصَابَتْهُ السَّمَاءُ يَا رَسُولَ اللَّهِ . قَالَ ” أَفَلاَ جَعَلْتَهُ فَوْقَ الطَّعَامِ حَتَّى يَرَاهُ النَّاسُ ” . ثُمَّ قَالَ ” مَنْ غَشَّ فَلَيْسَ مِنَّا ” . قَالَ وَفِي الْبَابِ عَنِ ابْنِ عُمَرَ وَأَبِي الْحَمْرَاءِ وَابْنِ عَبَّاسٍ وَبُرَيْدَةَ وَأَبِي بُرْدَةَ بْنِ نِيَارٍ وَحُذَيْفَةَ بْنِ الْيَمَانِ . قَالَ أَبُو عِيسَى حَدِيثُ أَبِي هُرَيْرَةَ حَدِيثٌ حَسَنٌ صَحِيحٌ . وَالْعَمَلُ عَلَى هَذَا عِنْدَ أَهْلِ الْعِلْمِ كَرِهُوا الْغِشَّ وَقَالُوا الْغِشُّ حَرَامٌ .

حَدَّثَنَا أَبُو بَكْرِ بْنُ أَبِي شَيْبَةَ، حَدَّثَنَا أَبُو نُعَيْمٍ، حَدَّثَنَا يُونُسُ بْنُ أَبِي إِسْحَاقَ، عَنْ أَبِي دَاوُدَ، عَنْ أَبِي الْحَمْرَاءِ، قَالَ رَأَيْتُ رَسُولَ اللَّهِ ـ صلى الله عليه وسلم ـ مَرَّ بِجَنَبَاتِ رَجُلٍ عِنْدَهُ طَعَامٌ فِي وِعَاءٍ فَأَدْخَلَ يَدَهُ فِيهِ فَقَالَ “ لَعَلَّكَ غَشَشْتَهُ مَنْ غَشَّنَا فَلَيْسَ مِنَّا ” .
