Salam.
I have a friend who when it comes to wudu and ghusl he takes a very long time to do so and a lot of water is wasted in doing so because he feels he has to wash every breadth of hair on his body in ghusl and in the fard parts of the body during wudu. He says the hanafi fiqh says he has to wash every breadth of hair on his fard parts of his body during wudu and he probably assumes the same in ghusl. What should I advise him with?

Answer
It is compulsory to wash the four washable parts of wudhu properly without a breadth of hair being left dry.
With regards to your question, the advice given by my respected teachers of Darul Uloom, Bury, is that you should advise this brother to wash each washable part in wudhu three times. Tell him to count it in his mind and after that he will be in the state of wudhu. Any doubts, which come up afterwards he should not take any notice of it
