Question:
The pilgrims doing tawaf from distance are not allowed to touch Kaba or come near it, for fear of the virus.
When Allah says we should not fear anybody except him, is it that we don’t trust him?
If we fear death, it can also come even we are at home.
The Quran says to people who refused to go to Jihad, Either by travelling by air, ship, car, etc. It is also risky but still people travel in it. We can feel doing tawaf from far incomplete.
If we don’t know about anything, we can do Istikhara by all pious Muslims of the world.

Answer:
It is quite difficult to understand what you are trying to say.
In regards to Tawāf, there are three methods of initiating each circuit of the Tawāf.
In order of preference;
- Kiss the Hajr Aswad at the start of each circuit,
2. touch it and then kiss your hands
3. or perform Istilaam (i.e., raise your hands in the direction of the Hajr Aswad).
On the most part, the third option is usually the option which is most suitable for us as attempting to kiss the Hajr Aswad or even touch it would cause undue harm on others which is necessary for us as Muslims to avoid.
Kissing or touching the Hajr Aswad is Sunnah whereas refraining from harming other Muslims is Wājib. [Al-Hidāyah: volume 1, page 260] [1]
Tawāf, whether done nearby or at a distance, as long as all the conditions of Tawāf are met, then the Tawāf will be valid.
The Prophet ﷺ has stated: “Allāh has sent down both the disease and the cure, and He has appointed a cure for every disease, so treat yourselves medically, but use nothing unlawful.” [Sunan Abi Dawood; Hadith 3874] [2]
One of the ways that Allāh Ta’ālā tests us is through illnesses. Just as we are tested with illnesses we are also instructed to search for the cure and treat ourselves with it. Doing so, does not reduce our faith or trust in Allāh Ta’ālā.
In regards to placing our trust in Allāh Ta’ālā, one must first try his utmost best via whatever means that Allāh Ta’ālā has given him. Whatever remains after this, is for what we place our trust in Allāh Ta’ālā.
[1]قال: ثم ابتدأ بالحجر الأسود فاستقبله وكبّر وهلّل، لما روي (أن النبي ﷺ دخل المسجد فابتدأ بالحجر فاستقبله وكبّر وهلّل)
قال: ويرفع يديه، لقوله ﷺ (لا ترفع الأيدي إلا في سبعة مواطن) وذكر من جملتها (استلام الحجر). واستلمه إن استطاع من غير أن يؤذي مسلما، لما روي (أن النبي ﷺ قبّل الحجر الأسود ووضع شفتيه عليه) وقال لعمر (إنّك رجل أيد تؤذي الضعيف فلا تزاحم الناس على الحجر، ولكن إن وجدت فرجة فاستلمه وإلا فاستقبله وهلّل وكبّر). ولأن الاستلام سنة، والتحرّز عن أذى المسلم واجب.
قال: وإن أمكنه أن يمسّ الحجر بشيء في يده كالعرجون وغيره، ثمّ قبّل ذالك، فعله، لما روي: (أنه ﷺ طاف على راحلته، واستلم الأركان بمحجته). وإن لم يستطع شيئا من ذالك استقبله وكبّر وهلّل وحمد الله وصلى على النبي ﷺ.
[2]حَدَّثَنَا مُحَمَّدُ بْنُ عَبَادَةَ الْوَاسِطِيُّ، حَدَّثَنَا يَزِيدُ بْنُ هَارُونَ، أَخْبَرَنَا إِسْمَاعِيلُ بْنُ عَيَّاشٍ، عَنْ ثَعْلَبَةَ بْنِ مُسْلِمٍ، عَنْ أَبِي عِمْرَانَ الأَنْصَارِيِّ، عَنْ أُمِّ الدَّرْدَاءِ، عَنْ أَبِي الدَّرْدَاءِ، قَالَ قَالَ رَسُولُ اللَّهِ صلى الله عليه وسلم “ إِنَّ اللَّهَ أَنْزَلَ الدَّاءَ وَالدَّوَاءَ وَجَعَلَ لِكُلِّ دَاءٍ دَوَاءً فَتَدَاوَوْا وَلاَ تَدَاوَوْا بِحَرَامٍ ” .
