This is because the Jurists have not seen any great importance in emphasizing reciting the Khutbah in a beautiful tone and there is no harm if it is left out. However, when the Khateeb is reciting the verses of the Quran during the khutbah, it is mustahab to recite these in a more beautiful tone as it is not similar to the other words of the Khutbah.
