Please could you clarify if this blanket judgement\/conclusion is correct to make consideringQuraan and Hadith?<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 12pt; font-family: verdana, geneva, sans-serif; color: #000000;\"><strong><u>In the name of Allah, the Most Gracious, the Most Merciful<\/u><\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 12pt; font-family: verdana, geneva, sans-serif; color: #000000;\"><strong><u>Answer:<\/u><\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 12pt; font-family: verdana, geneva, sans-serif; color: #000000;\">The concept of shuraa is a significant part of Islam and has been mentioned in the Quran in the verse \u201cand who respond to [the call of] their Sustainer and are constant in prayer; and whose rule [in all matters of common concern] is\u00a0consultation\u00a0among themselves\u201d <a style=\"color: #000000;\" href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>, Ibn Kath\u012br has mentioned that consultation in the important affairs of the state is compulsory and we as Muslims are ordained to consult wise and far-sighted people for taking action in important matters <a style=\"color: #000000;\" href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a>. In direct response to your question, the shuraa and Amir both correspond with each other as the Amir will also consult with the shuraa before deciding a matter and he himself has been selected by the collective opinion of a group of Muslims and hence his decisions will not be his single opinion only and both scenarios you have mentioned are one and the same. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 12pt; font-family: verdana, geneva, sans-serif; color: #000000;\">The evidence of such has been mentioned below:<\/span><\/p>\n<p><span style=\"font-size: 12pt; font-family: verdana, geneva, sans-serif; color: #000000;\">Khatib Baghdadi has narrated the following statement of Hadhrat Ali \u201cI asked the Prophet that if after you we face a situation about which neither the Quran has specific ruling, nor have you given any direction how we should proceed?\u201d the Holy Prophet replied by saying: <\/span><span style=\"font-size: 12pt; font-family: verdana, geneva, sans-serif; color: #000000;\">\u201cIn such a case assemble the Aa\u2019bideen (the worshipping people) <\/span><span style=\"font-size: 12pt; font-family: verdana, geneva, sans-serif; color: #000000;\">of my Ummah and decide the matter by mutual consultation; do not take the decision of any individual\u2019s single opinion.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 12pt; font-family: verdana, geneva, sans-serif; color: #000000;\">Bayhaqi has narrated in Shu\u2019abul-ul-Iman from Ibn Umar that the Holy Prophet has said: \u201cAnyone who intends to do something, and he takes that action after consultation, Allah would guide him towards the best possible option\u201d It means that he will turn that person\u2019s direction towards an opinion that results in his betterment. <a style=\"color: #000000;\" href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 12pt;
