Question:

To read the two rakaats sunnah of Zuhr before the fardh

 Answer:

The two rakaats sunnah muakkadah after the Zuhr Salah comes into effect after praying the fardh Salah. They are the ‘Tab’I’ (follower) of the fardh. Therefore, it would not be permissible to read the two rakaats Zuhr sunnah before the fardh Salah. (Aapke Masaail p.353 v.3)
