Does the wind obey Allah (SWT)?

My question is if someone believes that the wind does not obey Allah,

1) Is it true belief or not,

2) that person is Muslim or not?

3) shall we pray behind such person on such occasions?

4) if someone also considers that person as Muslim after knowing his that believes, the 3rd person is Muslim or not?

بِسْمِ اللهِ الرَّحْمنِ الرَّحِيْم

In the name of Allah, the Most Gracious, the Most Merciful

Allāh Ta’āla says: “And We have sent the fertilizing winds and sent down water from the sky and given you drink from it. And you are not its retainers”.[1]

Also, it has been mentioned in narration on the authority of ‘Abdullāh bin Abbās that: “the wind blew away a man’s outer garment and thereupon, he cursed the wind. The Prophet (peace be upon him) said to him, ‘Do not curse the wind because it is commanded [by Allāh to blow]…’”[2]

It is the firm belief of the Ahlus Sunnah Wal Jamā’ah that: ‘nothing will be, except what Allāh wills’.[3]

The obedience of the wind is one of the definitive things that are necessarily known (arūriyyāt) of the religion. Therefore, to believe that the wind disobeys Allāh can be akin to rejecting Allāh and His Prophet’s words. If such a person is ignorant, he should be informed. Once he’s informed, if he’s persistent in rejecting this necessary belief, he’ll leave the fold of Islam. Prayer should not be performed behind him. Whosoever considers him to be Muslim will also leave the fold of Islām as considering kufr to be believed is a form of disbelief.
