Question:

Can a non haji do rami on behalf of someone?

In the name of Allah, the Most Gracious, the Most Merciful

Answer:

Rami is a necessary act in hajj. If a person is weak, he is given the concession to do the rami in the makrooh time to avoid a crowd.

Whatever the case is, a person should do it on his own even by the help of others carrying him to the jamarah.

If however the person is so sick and weak, then only he can appoint someone to pelt on his behalf. In the book of fiqh it is not specified that the person should be a Haji or not.

It should therefore be permissible for a non Haji to pelt on someone else behalf.

Hope this answers the question.
