Question:

Can Zakah be used to pay mosque municipality (utility) bills?

In the name of Allah, the Most Gracious, the Most Merciful.

Answer:

Zakah money cannot be used to build a masjid, neither can it be used for wrapping the deceased (kaffan) due to the absence of tamleek (possession), which is a main integral [of zakah].’ Likewise in Utility Bills, because no specific person is being made the owner of the zakah money, it will not be valid to give zakah for this purpose.
