Can the girl accept presents such as Islamic books etc from her fiancé? He is not giving her directly he just giving to her mum. So in shariah can the girl accept the presents?

An engagement is a promise between two prospective spouses or their families of marriage. The purpose of engagements is a confirmation to marry. At that stage, the boy and girl are still strangers to one another in that they cannot communicate with one another.
Generally speaking, giving or receiving gifts from strange men is allowed if there is no possibility or fear of fitna (current or potentially in the future) and there is an appropriate reason for giving or receiving it.
Regarding your situation, as you will Insha Allah be marrying this man soon it will be permissible to receive gifts from him. However, care should be taken that he in person is not giving you the gift as this may lead to intermingling which is unlawful in Islam.
