Question:
I am writing the question for my knowledge about this issue of some women doing wudhu while wearing hijaabi. Is it permissible to wipe hijaab in wudhu?

Answer:
It is mentioned in Fatawa Hindiyyah/Alamgiryyyah:
“It is not permissible to wipe over the qalansuwah (cap) or the imamah (turban), and likewise, if a woman wipes over the khimār (head covering), it is not valid—except if the water is dripping to the extent that it reaches the hair, then in that case it is permissible (and counted) as wiping the hair. This is mentioned in al-Khulāṣah. This is provided that the water has not changed (in color, smell, or taste). This is also mentioned in al-Zahīriyyah. However, it is better that she wipes under the khimār. This is stated in the Fatāwā of Qāḍī Khān
Therefore, it is best to do it on the hair directly, though its permissible if the water reaches the hair through the head covering.
