Question:

If someone guesses that some particular person gave him bad Nazar and something happened due to that; is it wrong?

Answer:

In The Name Of Allah, The Most-Merciful, The Most Kind

Al-ʻayn, referred to as the "evil eye" in English, or "Nazar" in Urdu, is when a person harms another using their eye. This happens when a person likes something and repeatedly looks at it with the feeling of jealousy. ʻĀ'ishah raḍī Allāhu ʻanhā is reported to have said: "The Prophet ﷺ ordered me or someone else to do ruqyah from the evil eye" (Ṣaḥīḥ al-Bukhārī, ḥadīth 5738). The majority of scholars hold the opinion that people can be afflicted by the evil eye and that ruqyah should, therefore, be done to protect oneself from it or to remove its effects.

If a person is suspected to have given the evil eye, that person should be asked to make wuḍū', and that water should then be used to wash the person afflicted by it (Sunan Abū Dāwūd, ḥadīth 3880)
