Question:

During istinja, while pouring water over penis, water splashes from penis onto the thighs. Will this water be considered pure?

In the name of Allah, the Most Gracious, the Most Merciful

Answer:

The act of cleaning oneself after relieving oneself depends on whether the water comes into contact with any impurity. So, if it has not touched any impurity i.e. urine, faeces or blood then water shall be considered pure[i].

الماء الذي يستعمل في الاستنجاء طاهر ما لم يختلط بالنجاسة

The water used for istinja is pure as long as it is not mixed with impurity.
