Question:

If a person is overwhelmed with desire, and asks his wife to carry out الاستمناء باليد on him (to avoid actual intimacy) and consequently he releases مني.

Would this warrant Qadhā & Kaffarah or just Qadhā?

Answer:

In the scenario where a fasting person is overtaken and overwhelmed with desire, such that he cannot control it, and due to this, asks his wife to masturbate him with her hands and consequently he releases sperm as a result, then this will warrant Qadha only and no kaffarrah is required.
