Question:
When renting a car abroad the excess is very high is it allowed to insure this excess separately elsewhere?

Answer:
Insurance is forbidden in Islam due to the element of impermissibility such as interest, uncertainty and gambling.
However due to necessity and difficulty, at times some scholars give concession to it. However it will be limited to the usage.
Thus if a person can get the car insured cheaper it will be better by paying less of the insurance rather than adhering to the high price and agreeing to pay for insurance, as it leads to unjust gain.
Therefore it will be allowed to insure the excess separately elsewhere when renting a car abroad and not to pay the high price. After that one should engage in tawbah and istighfar.
