Question:

AssalamuAlaikum. Is covering the satr a condition for wudhu? Can one perform wudhu in underwear?

Answer:

Bismillah

Conditions for the correctness of wudhu:
There are 3 conditions for the correctness of wudhu:

  1. To cover all the skin (needed to be washed) with pure water
  2. Non-existence of anything which negates wudhu like period, post-natal bleeding and the need of wudhu and bath
  3. Removing anything which stops water reaching the skin like wax and grease.

(Nurul Ida- page 21, Al MaktabatulAsariyyah)

Based on this we can conclude that covering the satr is not a condition for wudhu.

However it has come in hadith:
Reported by Abu Hurairah raḍyAllāhu 'anhu (may Allāh be pleased with him):
‘Modesty is a branch of faith’
(SunanNasai, Book of Faith and its Signs, Hadith 5006)

From this we also understand the stress laid by shariah towards modesty so one should refrain from staying in such conditions.

Only Allah knows best.
