Would it be allowed to pray salah with a skull picture on your shirt? Will a skull count as eyes?

In the name of Allah, the Most Gracious, the Most Merciful
Firstly, to draw inanimate objects and non-living beings is permissible in Islam.
Secondly, if the drawing of a living creature is clear enough that the body parts/limbs are able to be recognized with ease, then this is not permissible in Islam.
Imam Ibn Abideen has mentioned in regards to those drawings which are permissible: “If a living creature is so small that the details of their limbs are not apparent to someone who looks down at them standing while they are on the ground…”
Regarding your question, the image of a skull on the shirt will hold the same ruling as a picture of a living creature and its body parts. Therefore this will not be permissible according to the teachings of the Quran and Sunnah.
Only Allah knows best
