Question:

If the husband says “If I really stole from you then three talaqs to me”

Answer:

Bismillah

In the name of Allah, the most Beneficent, the most Merciful.

If you are 100% certain that your husband connected three divorces with the aforementioned condition then it is not permissible for you to continue living with your husband.  (Fatawa Rahimiyah p.318 v.8)

As the husband is denying the existence of the aforementioned sentence being connected with three divorces, three divorces will not be legally binding (qada’an) but will be religiously binding (diyanatan).

The words your husband said “three talaqs to me” are considered to be clear (sareeh) words of divorce as Imam Haskafi  has said in his Durr Mukhtar. (Raddul Muhtar p.464 v.4 & Fatawa Darul Uloom Deoband p.41 v.10)
