Doing Tawaf without Ihram

Question

Someone is in Madinah, and wishes to go to Makkah. Since they are not allowing people to go for Umrah/with Ihram, if they go to Makkah (from Madinah) without ihram just for the sake of tawaf, etc. will dam be Wajib?

 

بِسْمِ اللهِ الرَّحْمنِ الرَّحِيْم

In the name of Allah, the Most Gracious, the Most Merciful

 

Answer:

 

One is not permitted to enter the boundaries of the haram without entering the state of ihram. If one enters the boundary without ihram and does not go back to the miqat to wear the ihram and then re-enter, dam will be necessary.[1]
