Question:
I wanted to know if someone is menstruating and travels more than 48 miles to a destination and their period finishes a couple of days later would they then start praying qasr salah if they plan on staying at that destination for less than 15 days?
In the name of Allah, the Most Gracious, the Most Merciful
Answer:
In Shariah, if a person is travelling for 48 miles or 78km, one will be considered as a musafir.
If one intends on staying in the destination for less than 15 days, one will have to shorten the 4 units of fardh salah.
If one intends to stay for more than 15 days, then one will be considered as a resident and will perform the full salah.
When a person is a musafir, Shariah gives the concession of delaying the fast and shortening the salah.
One will be sinful if they don’t shorten the salah.
Therefore if you were traveling in the state of haidh and you reach your destination intending to stay there for less than 15 days, you will have to perform qasr of your salah. This means that the 4 units fardh salah will be turned into 2 units. I.e the Dhuhr, Asr and Esha salah will be performed in 2 units instead of 4 units.

وَاخْتَلَفُوا فِي التَّقْدِيرِ قَالَ أَصْحَابُنَا: مَسِيرُ ثَلَاثَةِ أَيَّامٍ سَيْرَ الْإِبِلِ وَمَشْيَ الْأَقْدَامِ وَهُوَ الْمَذْكُورُ فِي ظَاهِرِ الرِّوَايَاتِ.
وَرُوِيَ عَنْ أَبِي يُوسُفَ يَوْمَانِ وَأَكْثَرُ الثَّالِثِ، وَكَذَا رَوَى الْحَسَنُ عَنْ أَبِي حَنِيفَةَ وَابْنِ سِمَاعَةَ عَنْ مُحَمَّدٍ وَمِنْ مَشَايِخِنَا مَنْ قَدَّرَهُ بِخَمْسَةَ عَشَرَ فَرْسَخًا وَجَعَلَ لِكُلِّ يَوْمٍ خَمْسَ فَرَاسِخَ، وَمِنْهُمْ مَنْ قَدَّرَهُ بِثَلَاثِ مَرَاحِلَ.

وَاَلَّذِي يَظْهَرُ أَنَّهُ لَا بُدَّ مِنْ دُخُولِ الْمِصْرِ مُطْلَقًا؛ لِأَنَّ الْعِلَّةَ مُفَارَقَةُ الْبُيُوتِ قَاصِدًا مَسِيرَةَ ثَلَاثَةِ أَيَّامٍ لَا اسْتِكْمَالُ سَفَرِ ثَلَاثَةِ أَيَّامٍ بِدَلِيلِ ثُبُوتِ حُكْمِ السَّفَرِ بِمُجَرَّدِ ذَلِكَ فَقَدْ تَمَّتْ الْعِلَّةُ لِحُكْمِ السَّفَرِ فَيَثْبُتُ حُكْمُهُ مَا لَمْ تَثْبُتْ عِلَّةُ حُكْمِ الْإِقَامَةِ وَرَوَى الْبُخَارِيُّ تَعْلِيقًا أَنَّ عَلِيًّا خَرَجَ فَقَصَرَ، وَهُوَ يَرَى الْبُيُوتَ فَلَمَّا رَجَعَ قِيلَ لَهُ: هَذِهِ الْكُوفَةُ قَالَ لَا حَتَّى نَدْخُلَهَا يُرِيدُ أَنَّهُ صَلَّى رَكْعَتَيْنِ وَالْكُوفَةُ بِمَرْأَى مِنْهُمْ فَقِيلَ لَهُ إلَى آخِرِهِ وَقَيَّدَ بِنِيَّةِ الْإِقَامَةِ؛ لِأَنَّهُ لَوْ دَخَلَ بَلَدًا، وَلَمْ يَنْوِ أَنَّهُ يُقِيمُ فِيهَا خَمْسَةَ عَشَرَ يَوْمًا، وَإِنَّمَا يَقُولُ غَدًا أَخْرُجُ أَوْ بَعْدَ غَدٍ أَخْرُجُ حَتَّى بَقِيَ عَلَى ذَلِكَ سِنِينَ قَصَرَ
