Question:
Can Muslims give Zamzam water to non-Muslims?

Answer:
Zam Zam water is something used as a cure (Ruqyah). The hadith mention Jabir R.A. narrates that The Prophet P.B.U.H said “Zam-zam water fulfils whatever purpose it is drunk for” (Musnad Ahmed, Ibn Majah)1 The hadith in Jami at-Timidhi2 i shows The Companions performed ruqyah on non-muslims, based on that it will be permissible to give non-muslims Zam-zam water.

i by Abu Sai’d al-Khudri RA; there was a time when some Sahabah (companions of the Prophet PBUH) went travelling (safar) out of Medina. When they arrived at an Arab village, it was getting dark. So, they asked for some shelter. However, they were refused help or hospitality. Suddenly, they were informed that the head of the village was bitten by a scorpion and was in real pain. As the villagers were becoming lost on what to do, they asked the sahabah to help treat their leader. The sahabah refused if there is no reward for them. After agreeing on that particular condition, one of the sahabah performed ruqyah by reciting Surah al-Fatihah. By the will of Allah, the village’s leader was healed.
