Qurbani on behalf of the Prophet of Allah Sallallahu Alahi Wasalam

Answer:

Bismillah

In the name of Allah, the most Beneficent, the most Merciful.

Zakat is compulsory upon a person who possesses the quantum of nisab (i.e. 612.35 grams of silver or 87.47 grams of gold or currency, wealth equivalent to that amount) for a complete lunar year; which is over and above his basic needs and also free from debts. (Raddul Muhtar p.71 v.3)

The answer to both your questions is based on the issue on whether one is allowed to offer sacrifice for their deceased family members. The vast majority of scholars permit one to offer the sacrifice on behalf of the deceased and in addition rewards of good actions such as hajj, Sadaqa, recitation of the Qur’an etc… reach the dead in their graves. (Raddul Muhtar p.10 v.4)

The Prophet of Allah ṣallallāhu 'alayhi wa sallam (peace and blessings of Allāh be upon him) offered Qurbani on behalf of his the living and the dead of his Ummah who testified to the Tawhid of Allah. (Musnad Ahmad)

In another hadith it is mentioned that Saaiduna Ali raḍyAllāhu 'anhu (may Allāh be pleased with him) would offer sacrifice on behalf of the Prophet after his death. (Sunan Tirmizi)

The conclusion we can come to is that it is praiseworthy and permissible to allocate at least one share from a Qurbani animal for the Prophet of Allah ṣallallāhu 'alayhi wa sallam (peace and blessings of Allāh be upon him) and for the deceased.
