Answer

As the mascara is waterproof it is necessary to remove it before commencing wudhu. This is because it is compulsory to wash every part of the face from the tip of the forehead to the chin and from one earlobe to another. The eyelashes will also need to be wet thus the removal of the mascara is necessary to make wudhu valid. (Kitabul Fiqh p.88 v.1 & Imdadul Fatawa p.31 v.1)
