Question:
Q. Is it necessary to wet one's hand afresh for masah of the head or the wetness already existing will suffice?
A. It is better to take fresh water, but if the hand is wet after washing, masah is allowed with it. It is not allowed to do masah with the hand with which masah has already been done. Masah will not be allowed with the hand that was dry, but was moistened by any other part, on which masah had been done or was washed.[Ta’leem-ul-Islam]
As said above masah will not be allowed with the hand with which masah has already be done. I want to know while washing the hands we rub the hands up to elbow, thereafter, make the masah with the wetted hands without taking fresh water. Will rubbing hands be counted as masah and hence will it nullify wudu?
Answer:
In the Hanafi Fiqh, the masah of the hair would be done with the left over water on a person’s hand. It is considered sunnah to use new water for masah of the hair. (Dars Tirmizi p.245 v.1)
Regarding your final question, it is permissible to wipe over the wudhu parts with the water remaining after washing as the water remaining after wiping is not permissible to use again.
In Raddul Muhtar it is mentioned, “It is permissible to wipe over the head with some moisture remaining after washing but not after wiping.” (Raddul Muhtar p.214 v.1)
