Question:
If a Musaafir leaves from a country where Ramadaan has not started and lands in Jeddah before Dahwatul Kubra
Can he fast the day for Ramadaan?
Does he have to keep Qadha?
In the name of Allah, the Most Gracious, the Most Merciful
Answer:
Ramadan begins for a person when the people in their current location announce that the new moon for Ramadan has been sighted [1].
Thus, if one travels from a country in which Ramadan has not started and arrives before Subh Sadiq in Jeddah where Ramadan has started and they intend to stay there for 15 days or more [2] then they must fast that day [3]. If they do not plan to stay in Jeddah for 15 days or more then as a Musafir they may choose to fast if they wish, although it is better to fast if they can, and if they choose not to fast then they will have to do Qadha afterwards [4].
If they arrive after Subh Sadiq but before Dahwatul Kubra and they have not eaten since Subh Sadiq then since they entered the day as a Musafir, they may choose to fast if they wish provided they make intention to do so before Dahwatul Kubra [5], and if they do not fast then they will have to do Qadha.
