Question:
A person gave 1 Talaaq and his wife sat in Iddat and after the iddat they made a new nikaah and he gave another Talaaq.
The question is the Talaaq that he gave after getting back together the 2nd of 3rd Talaaq as they were informed that a 2nd Talaaq falls automatically since they never got together during the first iddat.

Answer:
A man has the right of up to three Talaq. After the first and second Talaq, the husband has the right to take his wife back.
Once the third Talaq is given, she will be completely separated from him and the husband is not allowed to take her back until she marries another man. Then if her new husband divorces her or dies, she will be able to remarry her first husband through a new contract of nikah after spending her iddah.
Based on your query, a man gave one talaq to his wife, let her finish her iddah, married her again through a new contract of nikah, and then gave her a second talaq. The husband is permitted to take his wife back as he has one more talaq left.
Not taking the wife back during the first iddah does not result in an automatic talaq. What they were informed is completely wrong. Therefore, since the husband only gave two talaq, he can take her back and will have the right of only one more talaq before she is completely haram from him.
ٱلطَّلَـٰقُ مَرَّتَانِ فَإِمْسَاكٌۢ بِمَعْرُوفٍ أَوْ تَسْرِيحٌۢ بِإِحْسَـٰنٍ وَلَا يَحِلُّ لَكُمْ أَن تَأْخُذُوا۟ مِمَّآ ءَاتَيْتُمُوهُنَّ شَيْـًٔا إِلَّآ أَن يَخَافَآ أَلَّا يُقِيمَا حُدُودَ
ٱللَّهِ فَإِنْ خِفْتُمْ أَلَّا يُقِيمَا حُدُودَ ٱللَّهِ فَلَا جُنَاحَ عَلَيْهِمَا فِيمَا ٱفْتَدَتْ بِهِۦ تِلْكَ حُدُودُ ٱللَّهِ فَلَا تَعْتَدُوهَا وَمَن يَتَعَدَّ حُدُودَ ٱللَّهِ فَأُو۟لَـٰٓئِكَ هُمُ
ٱلظَّـٰلِمُون
فَإِن طَلَّقَهَا فَلَا تَحِلُّ لَهُۥ مِنۢ بَعْدُ حَتَّىٰ تَنكِحَ زَوْجًا غَيْرَهُۥ فَإِن طَلَّقَهَا فَلَا جُنَاحَ عَلَيْهِمَآ أَن يَتَرَاجَعَآ إِن ظَنَّآ أَن يُقِيمَا حُدُودَ ٱللَّهِ
وَتِلْكَ حُدُودُ ٱللَّهِ يُبَيِّنُهَا لِقَوْمٍ يَعْلَمُونَ
(البقرة: 229-230)
وَإِذَا طَلَّقْتُمُ ٱلنِّسَآءَ فَبَلَغْنَ أَجَلَهُنَّ فَلَا تَعْضُلُوهُنَّ أَن يَنكِحْنَ أَزْوَٰجَهُنَّ إِذَا تَرَٰضَوْا۟ بَيْنَهُم بِٱلْمَعْرُوفِ ذَٰلِكَ يُوعَظُ بِهِۦ مَن كَانَ مِنكُمْ
يُؤْمِنُ بِٱللَّهِ وَٱلْيَوْمِ ٱلْـَٔاخِرِ ذَٰلِكُمْ أَزْكَىٰ لَكُمْ وَأَطْهَرُ وَٱللَّهُ يَعْلَمُ وَأَنتُمْ لَا تَعْلَمُونَ
(البقرة: 232)
وإذا طلق الرجل امرأته تطليقة رجعية أو تطليقتين، فله أن يراجعها في عدتها رضيت بذلك أو لم ترض. والرجعة أن
يقول: راجعتك أو راجعت امرأتي أو يطأها أو يقبلها أو يلمسها بشهوة أو ينظر إلى فرجها بشهوة.

(وَأَمَّا رُكْنُهُ) فَقَوْلُهُ: أَنْتِ طَالِقٌ. وَنَحْوُهُ كَذَا فِي الْكَافِي
(وَأَمَّا شَرْطُهُ) عَلَى الْخُصُوصِ فَشَيْئَانِ (أَحَدُهُمَا) قِيَامُ الْقَيْدِ فِي الْمَرْأَةِ نِكَاحٍ أَوْ عِدَّةٍ (وَالثَّانِي) قِيَامٌ حَلَّ مَحِلَّ النِّكَاحِ حَتَّى لَوْ
حُرِّمَتْ بِالْمُصَاهَرَةِ بَعْدَ الدُّخُولِ بِهَا حَتَّى وَجَبَتْ الْعِدَّةُ فَطَلَّقَهَا فِي الْعِدَّةِ لَمْ يَقَعْ لِزَوَالِ الْحِلِّ وَإِذَا طَلَّقَهَا ثُمَّ رَاجَعَهَا يَبْقَى الطَّلَاقُ
وَإِنْ كَانَ لَا يُزِيلُ الْحِلَّ وَالْقَيْدَ فِي الْحَالِ لِأَنَّهُ يُزِيلُهُمَا فِي الْمَآلِ حَتَّى انْضَمَّ إلَيْهِ ثِنْتَانِ كَذَا فِي مُحِيطِ السَّرَخْسِيِّ
(وَأَمَّا حُكْمُهُ) فَوُقُوعُ الْفُرْقَةِ بِانْقِضَاءِ الْعِدَّةِ فِي الرَّجْعِيِّ وَبِدُونِهِ فِي الْبَائِنِ كَذَا فِي فَتْحِ الْقَدِيرِ. وَزَوَالُ حِلِّ الْمُنَاكَحَةِ مَتَى تَمَّ ثَلَاثًا
كَذَا فِي مُحِيطِ السَّرَخْسِ
