Question:
Can a woman travel abroad with her mum to visit relatives or would they still need mahram?

Answer:
First of all, thank you for your question and may Allah (سبحانه وتعالى) make your situation easy.
As for the question, a woman who embarks on Shar’i safar would need a mahram, even if it is to visit parents or relatives. [1]
A mahram in this context may be a husband, brother or father. Shar’i safar is defined as beyond travel distance which is around 78km from one’s resident city. [2]
Thus, a woman should have a mahram to travel abroad.
